WAI staff is experienced in developing innovative engineering solutions in concert with the development of the architectural design. Our design methodology allows engineering systems to blend with the building’s design themes thereby enhancing the architectural statement instead of overpowering or degrading it.
The principles of our methodology include: understanding the design intent, fulfilling the user’s needs, and harmonizing the engineering systems with the architectural design. The procedures of this methodology include: total quality management, and a comprehensive computer aided design and analysis approach. We implement the ideals of total quality management as an integral feature of this methodology; utilizing it throughout the development of the project. This entails: assuring our principles are embraced, maintaining communication between the design staff, utilizing check lists, and by review of the design by a second group of engineers not involved with the project that can provide a “fresh set of eyes.”

WAI’s engineers use the latest versions of AutoCAD and Revit for analysis, creating realistic 3D drawings, designing and drafting in a simultaneous integrated approach, and linking the most advanced analysis M/E software with the drawings. Our integrated technological approach produces clean, accurate, and coordinated construction documents in the most cost effective manner possible.
WAI staff is unique in that each individual has an intrinsic relationship with architecture and construction; most have either an Architectural Engineering degree or work experience in an Architectural Engineering firm. We blend architecture and engineering together recognizing the importance of aesthetics and constructability in each project. Our staff also brings extensive experience and a deep understanding of energy efficiency, innovative design, and sustainability. WAI’s design staff are comprised entirely of professional engineers; registered P.E.’s or E.I.T.’s. Each engineer designs his/her work directly in the latest version of AutoCAD and Revit; generating construction documents of unsurpassed quality.

Prior to forming Weigand Associates, Inc. (WAI), Elizabeth Weigand practiced structural engineering as a design and project engineer. Later, Ms. Weigand went into facilities design with the Department of the Treasury where she utilized her multi-discipline architectural engineering expertise in managing projects as a contracting officer technical representative (COTR) and branch head of the Office of Engineering Facilities Projects Branch. Her responsibilities as a manager included: planning, scheduling, budgeting, and supervising the design staff.
Ms. Weigand has valuable project management experience as both a government representative and as a consultant; including design and construction management phases. She is experienced with HVAC and electrical projects requiring life cycle costing of options and phased construction. Ms. Weigand performs contract administration, scheduling, budgeting, and principal oversight of the quality control review process for all projects at WAI.

Mr. Weigand has been the project manager and primary engineer in charge of the mechanical, plumbing, and electrical studies and designs for a variety of project types, including: military, federal, historical, educational, medical, religious, high-end residential and medical.
Mr. Weigand’s formal training and design experience qualifies him as an expert in: lighting design, life safety systems, fire protection, plumbing, HVAC, energy management, acoustics, and economic analysis. Mr. Weigand has performed existing systems assessments, energy conservation, life cycle cost and retrofit studies for projects ranging up to 2.3 million square feet.
Mr. Weigand was the MEP project manager for several award winning projects such as the Grover Cleveland Elementary School Addition and Renovation and the Memorial Reception Building at the Arlington National Cemetery. He was a guest lecturer on mechanical systems at the Catholic University of America and on ground source heating cooling technology for the American Ground Water Trust.
Mr. Weigand has worked with all branches of the military, and many federal, state, and local agencies. He has done a significant amount of high profile projects involving high security, Antiterrorism/Force Protection (AT/FP), Sensitive Compartmented Information Facilities (SCIF), IT laboratories, network operations, academic training facilities, emergency operations centers, and controlled humidity facilities.

Mr. Towhidi has been in charge of the studies, designs, supervision, and execution of all aspects of electrical systems for WAI for the past 14 years. Project types he has worked on include: governmental, educational, medical, religious, commercial, housing and sport complexes, amusement parks, hospitals, maintenance facilities, industrial, laboratories, electrical substations, power transmission lines and pump stations.
Mr. Towhidi’s electrical design experience includes high, medium, and low voltage design; including both normal and emergency power systems. He has over 38 years of experience in designing: power distribution, lighting, fire alarm/life safety systems, and communication systems. He is experienced in wiring infrastructure for: telephony, LAN, and video networks. Mr. Towhidi has designed sound and lighting dimming/control systems, including those for the performing arts, with his most involved lighting control system having a material cost in excess of $400,000.

Mr. Sherman is a Certified Plumbing Designer and has more than 27 years of experience in plumbing design. He has been a lead plumbing engineer on a variety of project types, including: educational, residential, office, embassy work, retail, medical, laboratories, food service, parking garages, and industrial/ warehouses. Mr. Sherman has many large scale projects in his portfolio, including a new 560,000 sq. ft. parking garage for BWI Airport and Frederick Memorial Hospital Emergency Room expansion and renovation. His design experience includes: new construction, renovations, rehabilitations, and studies.
Prior to joining WAI, Mr. Sherman worked as the sole plumbing engineer for an engineering company providing all designs, specifications, drafting, and construction administration. He has worked on multiple energy efficient and LEED certified projects throughout his career, including The Chesapeake Bay Foundation Headquarters building, recognized as one of the “greenest” buildings ever constructed. Mr. Sherman is also a member of the American Society of Plumbing Engineers.
